TSMC Supercharges U.S. AI Ambitions with $165B Silicon Heartland Expansion

TSMC commits an additional $100 billion to expand advanced chip manufacturing in Arizona, marking the largest foreign investment in U.S. history.

A Historic Surge in Silicon Infrastructure

Phoenix, AZ – March 4, 2025 – Taiwan Semiconductor Manufacturing Company (TSMC), the world’s leading chipmaker, announced today it will expand its U.S. investment by an additional $100 billion, raising its total commitment to a staggering $165 billion. This bold move cements Arizona’s Silicon Heartland as a global epicenter of semiconductor innovation and positions the U.S. as a critical hub in powering the future of artificial intelligence.

The expansion plan includes three new fabrication plants, two advanced chip packaging facilities, and a major R&D center—all in the Phoenix area. With this strategic development, TSMC is setting the stage for next-gen AI infrastructure, while creating tens of thousands of high-paying jobs and sparking more than $200 billion in projected economic impact nationwide.

What is the Silicon Heartland?

Often referred to as the “new tech frontier,” the Silicon Heartland is a national movement to decentralize high-tech innovation from coastal strongholds and revitalize America’s industrial base in the Midwest and surrounding regions.

Inside the $100B Expansion: What TSMC Is Building

TSMC’s added investment builds upon its initial $65 billion stake in Arizona. The new expansion features:

  • Three new semiconductor fabs to manufacture next-gen chips for AI, mobile, and HPC.

  • Two advanced packaging facilities, enabling onshore assembly of high-performance semiconductors.

  • A dedicated R&D center to pioneer breakthroughs in chip design, manufacturing, and integration.

The expansion will support 40,000 construction jobs over four years and create tens of thousands of permanent high-tech roles in engineering, operations, and design. The company’s Phoenix site, already operational since late 2024, currently employs over 3,000 people and spans more than 1,100 acres.

This makes TSMC’s initiative the largest single foreign direct investment in U.S. history, reaffirming America’s competitive edge in global AI leadership.

More Than Just Jobs—A National Transformation

As global tensions and supply chain risks intensify, the ability to manufacture and package the world’s most advanced chips domestically is critical.

This expansion:

  • Strengthens the entire U.S. semiconductor supply chain, from silicon to system.

  • Fuels AI innovation for top U.S. firms including Apple, NVIDIA, AMD, Broadcom, and Qualcomm.

  • Helps fulfill federal goals for economic security, national defense, and technological sovereignty.
